Compatibility with older GHC

Use cabal's conditional thingy, checking on impl(ghc >= x.yz). E.g:

   ghc-options:         -Wall -fexcess-precision -funbox-strict-fields
   if impl(ghc >= 6.12)
       ghc-options:     -fno-warn-unused-do-bind
